  • The Town of Brookline seeks a Local Building Inspector to join its Inspectional Services team. Under the supervision of the Building Commissioner, the Local Building Inspector will assist in enforcing Massachusetts State Building Code and other applicable codes relating to building construction and design, as well as Brookline zoning bylaw. The Local Building Inspector responds to inquiries and complaints from property owners, tenants, contractors, architects and others regarding code and bylaw interpretation, clarification of department policies and procedures, violations, complaints, and general information.

    Qualifications:

    Five years of experience in the supervision of building construction and zoning enforcement and additional technical training; or an equivalent combination of education and experience. The applicant must have a thorough knowledge MA Building Code and of accepted requirements for building construction, fire prevention, light ventilation and safe egress. Ability to interpret and enforce regulations such as state building code and local zoning bylaws firmly, tactfully and impartially. Must have excellent communication skills.

    Special Requirements:

    MA Certification as a Local Building Inspector; valid Massachusetts Driver’s License, Class D required.

    Starting salary $81,924.77 annualized ($41.85/hourly) with a 3% increase on July 1 per AFSCME contract, plus generous benefits. Hours 37.5 weekly.

    Essential Duties and Responsibilities

    Enforces the Massachusetts Building Code and the town zoning bylaw; inspects buildings, alterations to buildings under construction and upon completion;

    Reviews plans for building construction or alteration for compliance with the Building Code; reviews site plans to ensure compliance with zoning regulations;

    Reviews special permit applications.

    Conducts periodic inspections relating to safety conditions of existing multiple-unit dwellings and places of assembly; confers with developers, builders, engineers, property owners, and the general public regarding construction matters.

    Periodically conducts joint inspections with the Fire Department or the Board of Health for code enforcement purposes; may work on grants relating to demolition and inspect buildings for the rehabilitation program.

    Performs administrative functions; issues building permits and sign permits, and writes inspection reports; responds to requests for information.

    Performs other similar or related duties, as required or as situation dictates.

    Supervision

    Works under the supervision of the Building Commissioner for the Town of Great Barrington; performs responsible functions of a complex and technical nature involving the exercise of judgment in the application and interpretation of building codes and the town zoning bylaw.

    Work Environment

    Some work is performed under typical office conditions; frequent inspection and site investigation work is performed in the field, with exposure to variable weather conditions, loud noise and the hazards associated with construction sites, including exposure to potentially dangerous materials.

    The employee operates an automobile and standard office equipment.

    The employee has extensive contact with the general public, homeowners, builders, and other town officials and departments, such as the Fire Department and Board of Health; contact is generally by telephone and in person.

    Errors could result in damage to property, delay or loss of service, monetary loss or legal repercussions.

    Recommended Minimum Qualifications/Education and Experience

    High school diploma and advanced technical training; five years of experience in the supervision of building construction or design; or a Bachelor's Degree in a related field desired; or an equivalent combination of education and experience.

    MA State certification as a Building Inspector or the ability to obtain certification within 18 months of employment, refer to MGLc 143 and 780 CMR, based on 110.R7.2.3.1.

    Valid Massachusetts motor vehicle operator's license

    Knowledge, Ability, and Skill

    Thorough knowledge of the materials, methods and equipment used in building construction and the Massachusetts Building Code, local zoning and other applicable state statutes, rules and regulations; general knowledge of the accepted requirements for building construction.

    Ability to read and interpret blueprints, drawings and plans, Massachusetts General Laws and regulations, engineering criteria and design information and communicate information to the general public; ability to enforce regulations firmly, tactfully and impartially; ability to interact appropriately with the general public and members of the building community; ability to communicate effectively in written and oral form.

    Good communication and public relations skills.

    Physical Requirements

    Minimal physical effort is required to perform administrative duties; moderate physical effort is required to perform field work. The employee is frequently required to stand, walk, sit, speak and hear, reach with hands and arms, use hands to operate equipment, stoop and bend; must be able to access all areas of a construction site. Vision requirements include the ability to read and analyze documents and operate a motor vehicle.

  • Job Title: Building Commissioner

    The Town of South Hadley is seeking applicants for the position of Building Commissioner.     Recommended Minimum Qualifications:

    Under general supervision of the Mayor, the Building Commissioner is responsible for the enforcement of the Massachusetts State Building Code and zoning decision matters as they pertain to the City of Gardner.   The Building Commissioner is also responsible for the management of the Building Department and the oversight of building/facility operations.

    General Description:

     In addition to the specific duties and responsibilities as set forth herein, in accordance with the Gardner City Code c. 160, Article VIII §§160-21-24, establishing the position of Building Commissioner, the duties of the Building Commissioner shall be those set forth in the code establishing a building code for the City of Gardner (the “City”), M.G.L., c. 143. the Commonwealth of Massachusetts building code, the City Zoning Code (Chapter 675 of the City Code), including any amendments thereto, and any other duties set forth in the Massachusetts General Laws.

    • Perform administrative and technical work connected with the interpretation, processing and enforcement of the Building Code and the Zoning Laws.

    • Act on any question relative to the mode or manner of construction and materials to be used in the construction, alteration, repair, demolition, removal and maintenance of all buildings and structures within the City.

    • Receive applications, review plans and specifications for construction, reconstruction, alteration, repair, addition and demolition projects within the City to determine compliance with Massachusetts and City Codes, by ordinance and regulations relating to building, zoning, signs and architectural access; and in the issuance of building permits; calculate and collect fees, and the maintenance of associated records.

    • Perform field inspections of premises to verify that all work is being performed in accordance with the plans and all applicable codes and laws. 

    • Inspect buildings and alterations to buildings under construction and upon completion for conformance with structural requirements and approved plans.

    • Investigate complaints of alleged code violations and take appropriate action and issue necessary notices or orders to correct illegal or unsafe conditions, to require the necessary safeguards during constructions, to require adequate egress facilities in new construction and existing buildings and structures, and to insure compliance with all code requirements for the safety, health and general welfare of the public.

    • Perform annual inspections of restaurants, liquor establishments, nursery schools, private schools, places of assembly and other facilities as required in conformance with statute, code and local ordinance.

    • Oversee maintenance of City Hall buildings, which includes but is not limited to repairs, cleaning, opening and closing of facility, outdoor maintenance (i.e., lawn care, snow & ice removal) and order necessary equipment and supplies for said maintenance.

    • Prepare department weekly payroll and provide record of employee attendance to Personnel Department.

    • Employ and supervise, from time to time, such full-time or part-time assistance as may be required to accomplish the above duties, subject, however, to proper appropriations being made therefore.

    • Supervise the Local Inspector, Electrical Inspector, Plumbing & Gas Inspector, clerical and building maintenance staff.  

    • Prepare and oversee department budget and any other necessary financial or department reports (i.e., Annual Report).

    • Make recommendations to Mayor and/or City Council for license and permit fees.

    • Shall perform additional miscellaneous duties and responsibilities as assigned by the Mayor.

    Qualifications

    Bachelor’s degree in field related building construction or design or five (5) years of experience in the supervision of building construction or design or a combination of education and experience. General knowledge of building materials, accepted requirements for building construction, fire prevention, light, ventilation, safe exits and the requirements of M.G.L., § 13A of c. 32 and the rules and regulations promulgated thereto pertaining to accessible design standards. Must have thorough knowledge International Building Code (2015 Edition) and Energy Stretch Code. Must be certified as a Building Commissioner by the Board of Building Regulations and Standards in accordance with the provisions of 780 CMR R7, the Rules and Regulations for the Certification of Inspectors of Buildings, Building Commissioners and Local Inspectors.

    The Town of Falmouth seeks a full-time Deputy Building Commissioner to support the Building Division in its mission to protect the Falmouth community’s safety and welfare by ensuring that all buildings conform to the requirements of the Massachusetts state building codes, Massachusetts Architectural Access Board regulations, and the Town of Falmouth zoning by-laws. This is a full-time, benefited position that works at the Falmouth Town Hall and in the field 40 hours per week, Monday through Friday, from 8 a.m. to 4:30 p.m. Occasional after-hours work, including weekend work, is required on an overtime basis.

    Under the general direction of the Building Commissioner, the Deputy Building Commissioner functions as the Assistant Division Head for the Building Division of the Community Development Department and:

    • Assists the Building Commissioner in acting as a liaison to the ZBA, Planning Board, Conservation Commission, Historical Commission, and/or the Board of Health. May be required to attend after-hours meetings of these Boards and Commissions and report information. May appear before the ZBA when an applicant has appealed a determination; and

    • Performs all other related work as required.

    Minimum Qualifications: Bachelor’s degree in a field related to building construction and design, planning, or a related field and a minimum of five (5) years of experience in the supervision of building construction, design, and/or planning; or an equivalent combination of education, training, or experience which demonstrates possession of the required knowledge, skills, and abilities necessary to perform the essential functions of the position.

    Must have certification by the Board of Building Regulations and Standards (BBRS) as a Local Inspector in accordance with 780 CMR 110 R.7, M.G.L. Ch. 143, Sec 3, and the Regulations of the BBRS. Must be a Massachusetts Certified Building Official (MCBO) or obtain the MCBO certification within 12 months of the start date for this position. Reviews all building, electric, plumbing and gas and other relevant permit applications, special permits and their proposed use for compliance with life safety, structural, light, ventilation and all other local and state regulations.

    Inspects new buildings under construction and repair and alteration work during process and upon completion for conformity with structural requirements, approved plans, safety and zoning restrictions; issues certificates of occupancy for new construction and change of use; inspects existing building and structures for safety.

    Coordinates and plans the activities of the department’s inspectors; provides advice to inspectors as required on code issues to ensure compliance with state and local laws and the enforcement of local zoning and other applicable Sate regulations or Town By-Laws; responsible for the resolution of difficult inspection or code enforcement issues.

    Observes conditions and issues notices for correction to persons responsible for conformance of State building and related codes; Investigates, obtains evidence and prepares informational reports concerning compliance or violations which have not been corrected. Responds to life safety and emergency situations involving structural collapse, fire, or weather related emergencies as a member of the Town's emergency management team.

    Explains to the public, property owners, develops, contractors etc., requirements, polices, procedures and ordinances; recommends compliance procedures to contractors, craft workers and owners relative to the mode or manner of construction and materials to be used in construction, reconstruction, alteration, repair, demolition, removal, installation of equipment and the location, use, occupancy and maintenance of all buildings and structures.

    In accordance with statutory regulations, prepares and maintains inspection records, collects fees, and prepares reports for use by other Town officials, administrative or judicial authorities; confers with other code inspectors when necessary.

    Attends public meetings as necessary to discuss codes, flood zones, building construction or renovation plan reviews and other related issues.

    Inspects residential, commercial, industrial and other buildings during and after construction to ensure that components such as footings, floor framing, completed framing, chimneys and stairways meet provisions of building, grading, zoning, and safety laws and approved plans, specifications and standards as needed; prepares documents for the appeal of building department decisions or orders and defends its actions before the District of Superior Court.

    Assists the Town's Health Inspector with Title 5 inspections as requested.

    Prepares and administers the department’s operating budget.

    Attends educational seminars in order to keep abreast of all changes or revisions to the State Building Codes and local zoning bylaws and to maintain required 45 CEU credits every three (3) years for continued CBO certification, and licenses.

    Works in conjunction with the Fire Chief to ensure the safety of public assembly buildings.

    Brings complaints to District Court or applies for injunction in Superior Court for violation of the Zoning By-Law and 780 CMR (Mass State Building Code).

    Works with on-line permitting software (OpenGov) and on-line GIS mapping (Assessor’s maps).

    Is or may assign to designee being the Town’s Americans with Disabilities Act Coordinator responsible for public access and any accommodation requests from the public.
